In October 1993, Her Majesty gave a keynote speech at the Council of Delegates, the body that brings together the International Committee of the Red Cross, the International Federation and National Societies. She praised the work of the Movement and called on others to ensure that the work can continue: “The sanctity of your emblems and the freedom for those engaged in your work to do so without challenge or fear must be respected.”
