History
This type of doll is called a 'Wooly' and was made by the Vancouver Prisoners of War Branch, part of the Canadian Red Cross. Money from the sale of these dolls was used to fundraise during the First World War. On the price list (ref: 2010/1) John Bull was sold at $0.50.

John Bull is a fictional character first used in satirical cartoons in the 18th Century. Often dressed as the doll suggests, he was used to personify the United Kingdom and England in particular.
