Fighting broke out in East Pakistan in Mar 1971, which led to a full scale conflict in Dec 1971. Following the bombing of some Indian villages, there was armed intervention by India who quickly occupied the whole of East Pakistan, and the State of Bangladesh was shortly brought into being. In Dec 1971, the International Committee of the Red Cross (ICRC) set up a combined ICRC and League of Red Cross Societies relief operation and made an appeal for funds to National Red Cross Societies. On 18 Apr 1972 the Bangladesh Relief Operation was handed over to the Bangladesh Red Cross Society, supported by The League. In June 1972, the ICRC began preparations to echange civilians between Bangladesh and Pakistan. The UN reported a rush home of refugees in India to Pakistan in spite of efforts to plan a phased return. (See 348/9 for more information).
