"In Africa and other parts of the "third world" the Red Cross is building welfare services at the grass-roots. They are a priority need in countries often faced with social problems which existed in tribal times but have becomemore acute since the development process overthrew traditional patterns of society. For the old and infirm, Red Cross has found it can compensate for the care and sympathy - and a square meal - once provided by the extended family or tribe. The bone of confidence established between those who can no longer fend for themselves and the Red Cross worker is another way in which the Red Cross, across social barriers, builds HUMANITY'S BRIDGE."
